Serbest fonlar, bu fonlarla satin alinan mal ve hizmetlerin cografi koekeni veya tedarikci secimi konusunda herhangi bir kisitlama olmaksizin borcalu veya aliciya saglanan finansal kaynaklardir. Bu durum, tedarikin bagimsci ulkeden yapilmasi gereken bagli yardimin aksinidir. Serbest fonlar, rekabetci tedarik uygulamalarini tesvik eder ve genellikle kalkinma finansmani alicilari icin daha maliyet etkin kabul edilir.
English Definition
Untied funds are financial resources provided to a borrower or recipient without any restriction on the geographic origin or supplier of goods and services procured with those funds. This contrasts with tied aid, where procurement must be sourced from the donor country. Untied funds promote competitive procurement practices and are generally considered more cost-effective for development finance recipients.
