English Definition
A phrase describing the totality of conditions by which a country or region seeks to attract investment, regulatory predictability, tax incentives, security of property, freedom of capital transfer and administrative efficiency. These are not a slogan but structural variables that actually set the risk premium of cross-border projects. In assessing a jurisdiction an institutional investor looks past the rhetoric of attractiveness to whether profit repatriation has historically been delayed, how expropriation compensation operates and whether contracts can be taken to independent arbitration; a claim of a welcoming climate enters pricing only when backed by investment-protection treaties and actual precedent.
