English Definition
The event of a regulator cancelling an operating licence and its financial consequences, with a distinction drawn between temporary suspension and permanent revocation according to the severity of the breach. In project finance this event triggers not only revenue loss but often, simultaneously, cross-default in other contracts, voiding of insurance cover and the off-taker's right to exit its contract. The key observation is that revocation carries a value-zeroing effect: if the licence cannot be transferred or reinstated, even the physical assets under the security package fall to a scrap value far below the project's going-concern worth.
