English Definition
A physical or electronic instruction — bearing account number, amount and signature — that a depositor completes to draw cash from an account. Though the term seems to belong to everyday banking, its counterpart in project finance lives in the withdrawal-instruction mechanisms that govern outflows from controlled accounts — escrow, reserve and revenue accounts. The key observation is that project outflows are usually subject not to a single signature but to a multi-signature process bound to the contractual waterfall order and sometimes to the account bank's or lender's approval; this control is the structural safeguard against diversion of cash from its purpose.
