English Definition
A form of collective action in which workers deliberately reduce productivity by doing only what the contract and work rules strictly require, without formally stopping work; unlike a strike it exerts pressure without loss of pay or direct legal exposure. In capital-intensive projects such a slowdown delays the schedule's critical path, affecting the completion date and thus liquidated damages and the start of debt service. The key observation is that the EPC contract often does not clearly treat work-to-rule as force majeure; a strike usually falls within it while working to rule sits in a grey area, so who bears the delay risk turns on the contract language.
