A capital project is committed long before financial close: at the term sheet, at the site option, at the first EPC price. The decision at each of those points rests on documents the sponsor did not write, produced by parties whose interests differ from the sponsor's. Our work in this practice is to read those documents against the site and the counterparties, and to state what is verified, what is uncertain, and what must change before the decision is safe.

The output is not a risk register for its own sake. It is a go or no-go position with the conditions attached, a red-flag list ranked by what it would cost to be wrong, and a permitting and interconnection calendar that the financial model can be built on.
